University Network Expands and Islamic Interbank Market Launched

New universities established in Tindouf, Naâma, Mila, and Tipaza. The Bank of Algeria regulates the Islamic interbank monetary market and tightens anti-money laundering measures. The Constitutional Court has declined jurisdiction over the postponement of the parliamentary session.

1. Higher Education: Four New Universities and Two Existing Ones Modified

The university centers in Tindouf, Naâma, Mila, and Tipaza are upgraded to full-fledged universities, while the organizational structure of the universities of Tlemcen and Sidi Bel Abbès is updated to enhance educational offerings.
- Establishment of the University of Tindouf, University of Naâma, University of Mila, and University of Tipaza, with the dissolution of the former university centers.
- Transfer of all assets, personnel, rights, and obligations from the dissolved centers to the new universities.
- Modification and completion of the decrees creating the universities of Tlemcen and Sidi Bel Abbès, redefining the number of their constituent faculties and institutes.

2. Financial Sector: Islamic Finance Regulation and Enhanced Anti-Money Laundering Controls

The Bank of Algeria has issued two major regulations: the first establishes an interbank monetary market for Islamic finance, and the second amends and completes the legal framework for combating money laundering and terrorism financing.
- Regulation No. 25-13: Defines operations of the Islamic interbank monetary market, including Mudaraba and Wakala investments, and Qard deposits.
- Regulation No. 25-14: Extends the application of anti-money laundering measures to exchange offices and payment service providers, prohibits relations with shell banks, and strengthens control over virtual assets.

3. Constitutional Institutions: Court Declines Jurisdiction in Parliamentary Case

The Constitutional Court declared its lack of jurisdiction to rule on the request to declare the postponement of the parliamentary session's opening unconstitutional, deeming the matter outside its constitutional powers.
- Decision No. 03/D.C.C/C.C/25: The Court dismissed a referral from 50 deputies for lack of jurisdiction.
- The Court considered the contested act an internal parliamentary measure, not falling under the treaties, laws, or regulations subject to its constitutionality review.
- New advisers to the President of the Republic were appointed for legal, financial, and educational affairs.

4. Public Administration: Budgetary Transfers and Executive Changes

The Official Journal reports credit transfers for the Moudjahidine and Professional Training sectors, as well as a broad series of appointments and terminations in various directorates and ministerial departments.
- Credit transfers of DZD 246 million for the Ministry of Moudjahidine and DZD 612 million for the Ministry of Professional Training.
- Extensive movement of regional and wilaya directors for finance, taxes, and state domains across several provinces.
- Establishment of conditions and organization for specialized training to access certain ranks within the national solidarity administration.
