Council of the Nation election results, major financial changes including fiscal debt cancellation and e-payment incentives, Saharan agriculture development, and support for traditional crafts and tourism.
1. Council of the Nation Election Results
Proclamation of the final results for the election renewing half the members of the Council of the Nation, held on March 9, 2025.
The proclamation includes overall election results: number of wilayas (58), number of candidates (426), registered voters (27236), actual voters (26231), participation rate (96.31%), expressed votes (24183), and null ballots (2048). It also includes detailed results by wilaya and a list of elected members with their political affiliations.
2. Amendment to National Security Financial and Equipment Services Organization
Amendment of Executive Decree No. 97-51 concerning the creation, missions, and organization of regional finance and equipment services for national security.
The decree establishes the post of head of regional finance and equipment service as a senior position and specifies appointment conditions. It also reorganizes the services into four offices: budget and accounting, material and intendance, infrastructure and real estate, and rolling stock. It sets conditions for appointing heads of offices.
3. Administrative Terminations and Appointments
A series of executive decrees regarding terminations of functions and new appointments in various ministerial sectors and wilaya administrations.
Decisions included termination of functions for national transmission directors in several wilayas, Secretary-General of Hamadia daïra (Tiaret), Ministry of Health staff (studies and synthesis officer, sub-director, studies officer, regulation director), health and population directors in several wilayas, and the delegated health director of Sidi Abdellah (Algiers). Appointments include the chief of staff for the Wali of Bouira, new national transmission directors, and a delegated director for regulation, general affairs, and local administration in Bou Saâda (M'Sila).
4. Cancellation of Fiscal Debts for Confiscated Companies
Order defining the modalities for cancelling fiscal debts of companies confiscated by final judicial decision, implementing the 2021 supplementary finance law and the 2023 rectificative finance law.
The cancellation covers uncollected debts consisting of simple duties, penalties, and related tax sanctions. In case of partial confiscation, cancellation is proportional to the value of confiscated assets. Cancellation is initiated by the tax collector.
5. Appointment of Tobacco Market Regulatory Authority Members
Order appointing the president and members of the regulatory authority for the tobacco and tobacco products market, pursuant to Executive Decree No. 04-331.
Mr. Cherifi Rachid is appointed president of the authority, along with representatives from the Ministries of Defense, Interior, Health, Agriculture, Commerce, Industry, Environment, and the National Gendarmerie, National Security, Taxes, and Customs as members. The term is three years, renewable once.
6. Tax Incentives to Promote Electronic Payment
Order defining modalities for applying a reduction to the corporate income tax base, equivalent to commissions paid for electronic payment transactions, to encourage this method.
The reduction includes commissions (excluding taxes) borne by commercial banks and Algeria Post for electronic payment transactions in national currency. The maximum amount of reduced commissions is equivalent to the annual global interbank commission. This order applies for 12 months from January 1, 2025.
7. Appointment of Board Members for Family, Women, and Childhood Studies Center
Order appointing the members of the administrative council of the National Center for Studies, Information, and Documentation on Family, Women, and Childhood for a renewable three-year term.
The council is chaired by Ms. Houda Mameche, representative of the Minister of National Solidarity. It includes representatives from the Ministries of Interior, Justice, Finance, Religious Affairs, National Education, Agriculture, Health, Culture, Industry, Higher Education, Post, Vocational Training, Housing, Labor, Youth and Communication, as well as a representative from the scientific council and a personality from the center.
8. Expansion of Saharan Industrial Agriculture Areas in Timimoun
Interministerial order supplementing the conditions and modalities for transferring state-owned agricultural land to the Office for Industrial Agriculture Development in Saharan Lands, to include new areas in the wilaya of Timimoun.
This interministerial order (Finance, Agriculture, Hydraulics) supplements the annex to the interministerial order of May 5, 2021. It adds an area of 6,728 hectares to the 29,272-hectare perimeter, and a new perimeter of 20,520 hectares in the wilaya of Timimoun, for the benefit of the Office for Industrial Agriculture Development in Saharan Lands. The order includes the geographic coordinates of these areas.
9. Signature Delegations at the Ministry of Agriculture
Multiple ministerial orders granting signature delegation to several central directors within the Ministry of Agriculture, Rural Development, and Fisheries.
Delegations include the Director-General of Forests, Director of Means Management at the General Directorate of Forests, Director of Legal Affairs and Regulation, Director of Means Management, and Director of Plant Protection and Technical Controls. These delegations grant these officials the right to sign all documents and decisions related to their duties, excluding ministerial orders.
10. Setting Quality Label Levels for Traditional Handicraft Products
Order defining the levels of the quality and authenticity label for traditional handicraft products, aiming to promote and protect Algerian handicraft products.
The label has two levels: Level 1 "Artisanat d'Algérie" (Algerian Handicraft), a national collective mark, and Level 2 "Artisanat d'Algérie produit région" (Algerian Handicraft - Regional Product), a collective mark specific to a geographical region. The order defines criteria for each level such as authentic traditional character, quality of materials, and manual production. It also presents the octagonal label logo with Arabic and Latin inscriptions and a drawing of two hands.
11. Modalities for Delivering Handicraft Product Quality Labels
Order defining the modalities and procedures for granting the quality and authenticity labels "Artisanat d'Algérie" and "Artisanat d'Algérie produit région".
The label application is submitted to the territorially competent Chamber of Handicrafts. The wilaya tourism directorate studies and verifies it. The Chamber sends the file to the National Agency for Traditional Handicrafts, which makes its decision via a technical committee. Labels are recorded in a special register at the Agency. The order includes model certificates for both labels.
12. Approval of Tourism Development Plan for Sidi Bentamra (Tissemsilt)
Ministerial order approving the tourism development plan for the expansion zone and tourist site "Sidi Bentamra" in the wilaya of Tissemsilt.
This order approves the tourism development plan for the expansion zone and tourist site "Sidi Bentamra" in the municipality of Tissemsilt. The developable area is 46 hectares out of the total 46-hectare expansion zone. The plan serves as a subdivision permit for constructible parts.
