Credit transfer for Housing, numerous appointments and terminations (diplomacy, administration), homologation of BTPH indices (Q4 2024), and regulatory adjustments for commerce (CNRC, professional cards).

1. Decrees

Presidential decree concerning the transfer of financial credits to the Ministry of Housing, Urbanism, and the City.
Presidential Decree No. 25-140 of Aouel Dhou El Hidja 1446 corresponding to May 28, 2025, transferring credits amounting to 104,000,000 Algerian Dinars from the State budget to the Minister of Housing, Urbanism, and the City, allocated to the "Housing" program, specifically the "Public Rental Housing" sub-program under investment expenditures.

2. Individual Decisions

Multiple presidential and executive decrees enacting appointments and terminations for senior state officials (diplomats, ministerial and local directors).
Terminations of ambassadors and consuls (p 6-7), appointment of a new ambassador (p 7), terminations and appointments at the Ministry of Interior and Local Authorities (p 7-8), terminations at the former Ministry of Energy and Mines (p 8), terminations of heads of cabinet of Walis and an inspector in Algiers wilaya (p 8), terminations of civil protection directors, an inspector at the Ministry of Moudjahidine, and a former Moudjahidine director (p 9), termination of an education director (p 9), terminations at the Ministry of Vocational Training and Education, culture directors, and a national institute director (p 9), terminations of transport directors, tourism ministry directors and study officer, and delegate directors of health and population (p 10), appointments at the Ministry of Higher Education, Ministry of Culture, and directors of culture, transport, tourism, and health (p 10-11).

3. Ministry of National Defense

Joint ministerial orders concerning the renewal of secondment of magistrates to the Ministry of National Defense.
Renewal of secondment of a magistrate as president of the Military Court of Appeal of Oran. Renewal of secondment of a magistrate as president of the indictment chamber at the Military Court of Appeal of Oran. For a duration of one year starting June 5, 2025.

4. Ministry of Finance

Joint ministerial order fixing the workforce by job position, their classification, and contract duration for agents performing custodial, maintenance, or service activities for the central administration of the General Directorate of Treasury and Accounting.
The order specifies a workforce of 48 positions, distributed among professional workers, service agents, guards, and drivers, with their categories and indices (attached table p 13). This order repeals the previous provisions of the interministerial order of October 6, 2009.

5. Ministry of Housing, Urbanism, and the City

Ministerial order approving salary and material indices for the fourth quarter of 2024, used in formulas for updating and revising prices of public works contracts in the construction, public works, and hydraulics (BTPH) sector.
Approval of detailed tables of salary and material indices (steel, cement, sand, etc.) for Q4 2024 (p 14-21), with linking coefficients to calculate new indices from base 1000 January 2011 and base 1000 January 2020. Determination of the 'K' coefficient for social charges applicable in price variation formulas (K=0.5147 for contracts concluded before September 30, 1999 and K=0.5148 for contracts concluded after this date).

6. Ministry of Interior Commerce and National Market Regulation

Ministerial orders modifying the list of members of the National Center of Commerce Registry (CNRC) board and the specimen of the employment commission card for officials belonging to specific corps of the administration in charge of commerce.
Amendment of the order of April 30, 2024, appointing Mr. Chakib Ismail Kouidri, representative of the Algerian Chamber of Commerce and Industry, as a member of the National Center of Commerce Registry (CNRC) board. Amendment of the order of August 15, 2012, establishing a new specimen of the employment commission card (professional card) for commerce officials, specifying its content and layout.
