This issue establishes a national strategy for disaster risk management, completely reorganizes the cinema industry with new commissions and an ethics body, defines the creation of artistic cooperatives, and creates a social works commission for self-entrepreneurs.
1. National Strategy for Communication and Training on Disaster Risks
Defining the methods for developing and implementing the national strategy for information, training, education, and scientific research in disaster risk prevention.
Creation of a national commission chaired by the Minister of the Interior to propose and monitor the strategy. The commission includes representatives from various sectors and experts. Establishes sub-commissions for communication, training, education, and scientific research. Repeals Executive Decree No. 04-181 concerning the communication commission for major risks.

2. Comprehensive Overhaul of the Cinema Sector
Issuance of several decrees to reorganize the National Center for Cinematography and change its name, and to define the composition and missions of the film viewing commission, the mediation and ethics body, and the modalities for creating artistic cooperatives.
Reorganization of the National Center for Cinematography and Audiovisual, which becomes the 'National Cinema Center'. Defines the composition and missions of the film viewing commission for granting exploitation visas. Establishes a body for mediation, ethics, and deontology in cinematographic activity. Defines the legal framework for the creation and management of artistic cooperatives to support artists and improve their status.

3. Support for Self-Entrepreneurs: Creation of the Social Works Commission
A ministerial order from the Ministry of Knowledge Economy, Start-ups, and Micro-enterprises establishes a social works commission within the National Agency for Self-Entrepreneurs.
The commission aims to provide social and cultural support to self-entrepreneurs registered with the agency, in accordance with the legislation governing social works.

4. Strengthening Control: New Labs for Quality and Fraud Repression
A joint interministerial order completes the list of annexes of the Algerian Center for Quality Control and Packaging and fraud repression labs by adding new laboratories.
Creation of new laboratories for quality analysis and fraud repression in the wilayas of Aïn Defla, El Tarf, and El Bayadh. The decision aims to expand the control network and consumer protection nationwide.
5. Appointments to the Constitutional Court and Senior State Officials
Presidential and executive decrees include the appointment of a new member to the Constitutional Court, its Director General of Legal Affairs and Constitutional Justice, as well as appointments and terminations of directors in various sectors and wilayas.
Appointment of Mr. Abbas Ammar as a member of the Constitutional Court. Appointment of Mr. Mohamed Bouterfas as Director General of Legal Affairs and Constitutional Justice at the Constitutional Court. Movements within the corps of directors for water resources, energy, vocational training, and culture across several wilayas.
