Budget Transfers, New Army Medical Rules, and Support for the Uninsured

Credit transfers for several ministerial sectors, a new organization for medical expertise and reform commissions within the ANP, and operating procedures for the commission on access to free medication for the uninsured poor.

1. State Budget and Public Finance

Presidential decrees transferring financial credits from the unforeseen expenses account to the budgets of several ministerial sectors.
Credit transfers were made to reinforce the budgets of the Presidency of the Republic, the Ministry of Interior, the Ministry of Justice, the Ministry of Public Works, the Ministry of Hydraulics, and the Ministry of Transport.

2. National Defense

A new regulatory framework defines the composition, attributions, and functioning of the medical commissions for expertise, reform, and appeal within the National Popular Army.
The order details the organization and operation of local medical commissions, expertise commissions, reform commissions, appeal and consultation commissions, and the regional reclamation commission. It includes transitional provisions for re-examining past reform decisions. The issue also includes terminations and appointments of military magistrates.

3. Social Solidarity and Health

Defining the organization and operating procedures for the commission in charge of studying requests for medication benefits by the uninsured poor.
The interministerial order specifies the commission's missions, including studying files, establishing lists of beneficiaries, and notifying applicants of the decisions. The commission meets in ordinary session every two months.

4. Public Service and Administration

Changes among senior officials in several ministries and public bodies, along with organizational adjustments in the higher education and sports sectors.
Individual decisions include terminations and new appointments at the Presidency of the Republic and various ministries. In higher education, the administrative organization of higher schools is modified. In the sports sector, the workforces for the national anti-doping agency and the national center for sports medicine are established.
