Dissolution of the Riadh El Feth office and transfer of its assets to Algiers Wilaya, renewal of Algérie Télécom Satellite Spa's GMPCS network license, and Bank of Algeria's regulation on emergency liquidity for banks. Also includes ministerial appointments/terminations, and decisions concerning the naming commission and the anti-corruption authority.
1. Dissolution of Riadh El Feth Office and Transfer of Assets to Algiers Wilaya
Executive decree dissolving the Riadh El Feth office and transferring all its assets, rights, obligations, and personnel to the wilaya of Algiers.
The decree specifies inventory, valuation, and personnel transfer procedures within six months. The wilaya of Algiers is responsible for protecting forest areas and biological resources of the dissolved office.
2. Renewal of Algérie Télécom Satellite's GMPCS Network License
Executive decree approving the license renewal for 'Algérie Télécom Satellite Spa' to establish and operate a public GMPCS satellite communications network.
The decree includes detailed specifications outlining the company's technical, commercial, and financial obligations, including service coverage, quality, user protection, and universal service contribution. The specifications are detailed in an annex from page 5 to 22.
3. Bank of Algeria: New Regulation for Emergency Liquidity Provision
A new regulation by the Bank of Algeria defining the conditions and modalities for granting emergency liquidity to banks to maintain financial stability.
The regulation covers bank solvency and viability criteria, conditions for requesting liquidity after exhausting other sources, state guarantees, and financing operation characteristics. It considers the specificities of banks practicing Islamic finance.
4. Appointments and Terminations in Ministerial Sectors
Executive decrees concerning terminations and new appointments of officials in the Ministry of National Education, former Ministry of Health, and other sectors.
Changes include positions of central directors, wilaya directors, and research center directors. Notably, termination of directors at the Ministry of Education and appointment of a director for the agri-food technologies research center, and directors of education and transport in wilayas.
5. Designation of National Naming and Renaming Commission Members
Ministerial order appointing members of the national commission for naming or renaming public institutions, places, and edifices.
The commission includes representatives from several ministries and national bodies, and is chaired by a representative of the Minister of Moudjahidine and Rights Holders.
6. Creation of Social Works Commission at the High Authority for Transparency and Anti-Corruption
Decision by the President of the High Authority for Transparency, Prevention and Fight against Corruption to create the Authority's social works commission.
This decision implements the decree on social works management and abrogates the previous decision related to the creation and composition of the social works commission of the national anti-corruption body.
