New Rules for Local Authority Exams and Training Fees for Foreign Students

1. Organization of Entrance Exams for Local Authority Personnel Training Institutes
A ministerial order sets the organizational procedures for competitive exams to access national training institutes for local authority personnel.
The order opens exams for several grades including territorial administration agent, attaché, accountant, and technician in urban technical management. It specifies participation conditions (educational level or seniority for existing staff), required application documents, the nature of written and oral tests, and the methods for calculating averages and admission.
2. Payment Methods for Foreign Students' Training Fees
An interministerial order sets the payment methods for training fees for foreign students in Algerian higher education and training institutions.
Foreign students must pay annual training fees in freely convertible currency. These fees cover registration, training, scientific and cultural activities, and social security. Payment can be made in two installments. University services (accommodation, catering, transport) are paid for separately.
3. Updated Staffing and Classification for Contractual Agents in Employment Directorates
An interministerial order amends the order of August 13, 2012, setting the staffing levels, classification, and contract duration for agents carrying out maintenance or service activities at the wilaya employment directorates.
The new order sets the total number of positions at 394, divided between permanent (250) and fixed-term (144) contracts. The order includes detailed tables distributing these positions by wilaya and job type (professional worker, service agent, guard, driver).
4. Credit Transfers for the Presidency and Foreign Affairs
Two presidential decrees concern credit transfers from the 2025 state budget.
An amount of 400 million DA is canceled from the 'Unforeseen Expenses' allocation and transferred to the Presidency's program portfolio. An amount of 38 million DA is also transferred to the Ministry of Foreign Affairs' program portfolio.
5. Appointments and Terminations in Public Administration
A series of presidential and executive decrees formalize changes in senior government positions.
Changes include the termination of a Director of Studies at the Presidency, a Consul General in Dubai, and the Secretary-General of the Algerian Academy of Sciences and Technologies. Appointments include a new Director-General for the International Conference Center, and positions at the Ministry of Justice and the Court of Mila.
