Simplifying International Procedures and Lifting Women's Rights Reservations, with Major Local Administration Appointments

Algeria joins the 'Apostille' Convention abolishing the legalization of foreign documents and lifts its reservation on Article 15.4 of CEDAW. Also features a major reshuffle of daïra heads and the creation of research networks in AI and water desalination.

1. Major Developments in International Conventions: 'Apostille' and Women's Rights

Algeria's accession to the Hague Convention ('Apostille') simplifies the use of foreign public documents, and the reservation on an article ensuring women's equality before the law and freedom of movement is lifted.
Presidential Decree No. 25-217 confirms accession to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, easing procedures for citizens and businesses. Presidential Decree No. 25-218 announces the lifting of the reservation on Article 15.4 of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

2. Major Reshuffle in Local Administration and Military Appointments

Presidential decrees announce the termination and appointment of a large number of heads of daïras across several wilayas. A new commander of the Republican Guard and military prosecutors in Blida and Constantine have also been appointed.

3. Boosting Scientific Research: Thematic Networks in AI, Desalination, and Meteorites

The Ministry of Higher Education establishes three new thematic research networks under the thematic agency for research in science and technology, aiming to enhance innovation in strategic fields.
Creation of a research network in artificial intelligence (DZAIR). A second network specializing in the desalination of seawater and brackish water (RADEAU). And a third network dedicated to meteorite research (DZ.TEAMENTIT).

4. New Regulations in Culture, Sports, and Pharmaceutical Industry Sectors

Publication of important regulatory texts including the approval of the internal regulations for the High Council of the Arabic Language, the creation of new public libraries, the classification of the national anti-doping agency, and changes to the composition of key bodies in the pharmaceutical sector.
A presidential decree approves the internal regulations of the High Council of the Arabic Language (p. 7). An interministerial order creates 15 public reading libraries (p. 17). An interministerial order sets the classification of the national anti-doping agency and access conditions for its senior positions (p. 18). Orders modify the member lists of commissions and bodies in the pharmaceutical industry (p. 24).

5. Declaration of National Mourning

A one-day national mourning is declared starting from the evening of Friday, August 15, 2025, following the accidental fall of a passenger bus in Oued El Harrach.
Under Presidential Decree No. 25-226, the national flag will be flown at half-mast throughout the national territory on all buildings housing institutions.
