Introducing strict new anti-money laundering regulations for dealers in precious metals and stones, significant budget credit transfers to key ministries, and a wide-ranging series of appointments and terminations across government departments. The issue also amends the tax on unoccupied properties.
1. Budgetary Credit Transfers for Ministerial Sectors
Presidential decrees authorize the transfer of credits under the 2025 state budget to the ministries of Foreign Affairs, Interior, Hydraulics, and Transport to support their programs.
Allocation of additional credits to support diplomatic and consular activities, strengthen national security programs, fund water resource mobilization projects, and support investments in the aeronautics sector.
2. Major Reshuffle in Senior Administration Posts
A series of executive decrees announces terminations and new appointments of senior officials across several ministries, public bodies, and wilayas, signaling significant administrative changes.
The changes affect directors, sub-directors, deans, and study officers in the ministries of Moudjahidine, Religious Affairs, Higher Education, Culture, National Solidarity, Agriculture, Fisheries, Housing, Commerce, Public Works, Transport, and Tourism, as well as new appointments at the Algerian Investment Promotion Agency and local administration officials.
3. New Financial Regulations and Anti-Money Laundering
The Ministry of Finance issues a detailed new regulation to prevent money laundering and terrorism financing for dealers in precious stones and metals, and amends an interministerial order on the application of the increased rate of property tax on unoccupied built properties.
Establishment of a strict regulatory framework imposing due diligence and suspicious transaction reporting obligations on operators in the jewelry sector. Amendment of the tax rate applicable to unoccupied secondary residential properties. Change in the composition of the tobacco market regulatory authority.
4. Sectoral Organization and Tourism Development
Ministerial orders concerning the organization of scientific research structures at the Ministry of Justice, the approval of a tourism development plan in Aïn Témouchent, and the licensing of private employment agencies.
Defining the nominal list of members for the permanent sectoral committee for scientific research at the Ministry of Justice. Approval of the tourism development plan for the 'Hammam Bouhadjar' site. Accreditation of three private worker placement agencies. Establishment of joint administrative commissions at the Ministry of Commerce.
