This issue covers ratification of visa exemption agreements with Slovenia and Mozambique, Algeria's adhesion to the New Development Bank, new technical regulations for fresh fruits and vegetables, rules for business continuity during holidays, and various official appointments.
1. Ratification of Visa Exemption Agreement with Slovenia
Algeria ratifies the agreement with Slovenia for short-stay visa exemption for holders of diplomatic and service passports.
Presidential decree ratifying the agreement with the Government of the Republic of Slovenia on the mutual exemption of short-stay visa requirements for holders of diplomatic and service passports, signed in Algiers on May 27, 2024. It allows entry, transit, stay, and exit without a visa for up to 90 days within a 180-day period. The agreement details applicable passports, exceptions for accreditation visas, entry/exit conditions, national obligations, document exchange, suspension, dispute settlement, and terms for entry into force, duration, amendment, and denunciation.
2. Algeria's Adhesion to the New Development Bank
Algeria officially joins the New Development Bank, established by BRICS countries.
Presidential decree announcing the adhesion of the People's Democratic Republic of Algeria to the agreement relating to the New Development Bank, signed in Fortaleza on July 15, 2014. The decree publishes this adhesion.
3. Ratification of Visa Exemption Agreement with Mozambique
Algeria ratifies the agreement with Mozambique for visa exemption for holders of diplomatic or service passports.
Presidential decree ratifying the agreement with the Government of the Republic of Mozambique on visa exemption for holders of diplomatic or service passports, signed in Algiers on February 29, 2024. It allows visa-free entry, exit, transit, and stay for up to 90 days within a 180-day period. It includes provisions for accredited diplomatic officials, specimen exchange, suspension, and dispute settlement.
4. Composition of the Nuclear Safety Center's Scientific Council
Appointment of members to the scientific and pedagogical council for the nuclear safety training and support center.
Order fixing the nominal composition of the scientific and pedagogical council of the nuclear safety training and support center. The council includes a president and members representing higher education, military polytechnic school, police college, customs school, civil protection school, national gendarmerie institute of criminology, national security directorate, nuclear research centers, diplomatic institute, and the center's teaching staff.
5. Hydrocarbons Environmental Impact Study Commission
Appointment of members to the commission for environmental impact studies of hydrocarbon activities.
Order designating members of the consultation commission responsible for examining the conformity of environmental impact studies and danger studies for installations and works related to hydrocarbon activities. The commission includes representatives from the hydrocarbon regulatory authority, the Ministry of Environment, and the general directorate of civil protection.
6. Creation of a Section at Mahdia Tribunal
Establishment of a new judicial section in Hamadia under the Mahdia tribunal.
Ministerial order creating a new judicial section in Hamadia, under the Mahdia tribunal, with territorial competence over Hamadia and Bougarlia communes. The section will handle civil, commercial, social, land, family matters, contraventions, nationality, civil status, and miscellaneous acts.
7. INPED Board of Directors
Appointment of board members for the National Institute for Productivity and Industrial Development (INPED).
Order fixing the nominal list of members of the board of directors of the National Institute for Productivity and Industrial Development (INPED). The board consists of a president and representatives from the ministries of Defense, Energy, Interior, Finance, Higher Education, Professional Training, Commerce, and Labor, plus representatives from public industrial groups, INPED workers, and INPED's pedagogical and scientific council.
8. INAPI Board of Directors
Appointment of board members for the Algerian National Institute of Industrial Property (INAPI).
Order fixing the nominal list of members of the board of directors of the Algerian National Institute of Industrial Property (INAPI). The board consists of a president and representatives from the ministries of Defense, Foreign Affairs, Finance, Higher Education, Agriculture, Commerce, and Health.
9. Specifications for Fresh Fruits and Vegetables
New technical regulations setting standards for the quality, presentation, and labeling of fresh fruits and vegetables.
This interministerial order adopts technical regulations for the specifications and presentation of fresh fruits and vegetables for human consumption. It defines key terms (parcel, species, variety, healthy product, whole product, pest, etc.), sets minimum quality requirements (whole, clean, sound, free of pests/foreign smells, appropriate maturity), and details on maturity, transport, hygiene (potable water rinsing). It prohibits unauthorized phytosanitary treatments and artificial coloring. The order mandates homogeneity in packaging and specific labeling for pre-packaged and bulk items. It abrogates the order of January 8, 1994, and provides a one-year compliance period. Annex I specifies detailed characteristics for numerous fruits (e.g., Apricots, Citrus, Peaches, Apples, Grapes, Tomatoes). Annex II details characteristics for various vegetables (e.g., Artichokes, Carrots, Cauliflowers, Eggplants, Zucchini, Potatoes).
10. Regulation of Business Permanence and Leave
Rules for regulating business operations during holidays, leave, and technical shutdowns.
Order specifying conditions and modalities for managing permanences, leave, technical maintenance shutdowns, and activity resumption after public holidays. Traders must ensure business continuity and market supply during holidays. The Wali fixes the list of businesses for permanence. Closure for annual leave or technical shutdown can be requested in advance from the Wilaya Commerce Directorate.
11. Appeals Commission at Ministry of Communication
Establishment of an appeals commission at the Ministry of Communication.
Order establishing an appeals commission at the central administration of the Ministry of Communication. An attached table specifies its composition with representatives from the administration and officials (7 titular and 2 substitute members for each). This abrogates the previous order of January 25, 2022.
12. Signature Delegation at CNESE
Delegation of signature authority to the Secretary-General of the CNESE.
Decision by the President of the National Economic, Social and Environmental Council (CNESE) delegating signature authority to the Secretary-General of the Council, Mr. Fateh Sahel, to sign all documents and decisions on her behalf.
