Restructuring of Industry and Pharmaceutical Sectors, New Regulation for Financial Market

A governmental reshuffle separates the Ministry of Industry from the Pharmaceutical sector, with new decrees defining the powers and organization of each ministry. Additionally, the organizational structure of the Stock Exchange Supervisory Commission (COSOB) has been updated.
1. Reorganization of the Ministry of Industry
A comprehensive reorganization of the Ministry of Industry following its separation from the pharmaceutical production sector. The new texts define the ministry's missions and administrative structure, focusing on industrial development, investment, and SMEs.
Executive Decrees 25-184, 25-185, and 25-186 define the attributions of the Minister of Industry, the organization of the ministry's central administration, and the organization and functioning of its General Inspectorate. These texts repeal the previous provisions of the combined structure with pharmaceutical production.
2. Establishment of the Ministry of Pharmaceutical Industry
Creation of a dedicated ministry for the pharmaceutical industry to effectively regulate the sector. The decrees define the minister's role and the administrative structures responsible for market regulation, drug registration, and promoting investment and exports.
Executive Decrees 25-187, 25-188, and 25-189 establish the powers of the Minister of Pharmaceutical Industry, the organization of the central administration, and the organization of the new ministry's General Inspectorate. These measures aim to ensure the availability and quality of medicines and promote local production.
3. New Organization for the Stock Exchange Authority
A new organization for the Stock Exchange Supervisory Commission (COSOB) has been adopted to modernize its working methods and enhance its effectiveness in overseeing the securities market.
The Minister of Finance approved the regulation of the Stock Exchange Supervisory Commission (COSOB) No. 25-03, which defines the new organization of the commission's administrative and technical services. The new structure includes a general secretariat, a cabinet, operational structures (market participants, issuers, asset management), and support structures.
4. Constitutional Court: Delegation of Signature
An internal administrative decision regarding the delegation of signature powers within the Constitutional Court.
By a decision dated July 8, 2025, the President of the Constitutional Court delegated signature authority, within his attributions, to Mr. Ahmed Ibrahim Boukhari, Director of Studies at the Court, for all administrative and financial documents and decisions.
