Government Changes, Budget Transfers, and New Media Funding Rules

Key presidential decrees on high-level appointments and terminations, budget credit transfers for several ministries, and new regulations establishing the funding mechanism for public audiovisual companies.

1. Budgetary Adjustments for Several Ministerial Sectors

Several presidential decrees have been issued to transfer credits within the 2025 state budget. These adjustments are intended to support the budgets of the Superior Council of the Magistracy, the Ministry of Foreign Affairs, and the Ministry of Transport.
• A presidential decree cancels credits from the "Unassigned Amount" allocation and transfers them to the "Ensure the independence of justice" program of the Superior Council of the Magistracy.
• A presidential decree transfers 1.34 billion DZD to the program portfolio of the Ministry of Foreign Affairs.
• Three presidential decrees transfer credits to the Ministry of Transport for the "Rail and guided transport", "Aeronautics and meteorology", and "Road transport and logistics" programs.

2. Extensive Movements Among Senior Officials and Top Management

A series of presidential and executive decrees formalizes terminations and new appointments of senior officials across various state structures, including the diplomatic corps, central administration, and public institutions.
• Terminations and appointments of new ambassadors and consuls in several capitals, including Nairobi, Ankara, Moscow, Sofia, and Barcelona.
• Appointment of new local delegates for the Mediator of the Republic in the wilayas of Tizi Ouzou, Skikda, Constantine, Tindouf, Béni Abbès, and El Meghaier.
• Appointments to head key bodies: a new Director General of the National Office for University Services, a Director of the National Institute for the Training of Education Personnel, a Director General of the Agency for the Rehabilitation of Nuclear Test Sites, and a Director General of Tourism.

3. New Regulatory Framework for Funding Public Audiovisual Companies

Two interministerial orders from the Presidency of the Republic define the revenue and expenditure nomenclature and the monitoring and evaluation procedures for the special appropriation account for funding public audiovisual companies.
• Revenues are sourced from taxes on broadcasting and television sets and fees on satellite dishes.
• Expenditures cover contributions to the institutions, program production, acquisition of broadcasting rights, and equipment maintenance.
• Beneficiaries are the Public Establishment of Television Broadcasting, the Public Television Establishment, and the Public Radio Broadcasting Establishment.
• A monitoring and evaluation commission is established under the Presidency of the Republic.

4. New Members Appointed to National Advisory Bodies

The new nominal lists of members for the National Economic, Social and Environmental Council (CNESE) and the National Population Committee have been established, strengthening the advisory role of these bodies to the government.
• A decision establishes the full list of members of the CNESE for a four-year term.
• An order appoints the members of the National Population Committee for a renewable three-year period, including representatives from ministries, experts, and associations.
• An order creates and sets the composition of the sectoral commission for public tenders of the Ministry of Foreign Trade and Export Promotion.

5. Bank of Algeria Monthly Financial Statements

Publication of the Bank of Algeria's monthly financial statements for the period from March to August 2025. These reports provide a detailed overview of the central bank's assets and liabilities.
• Detailed presentation of assets, including gold, foreign currency holdings, and special drawing rights.
• Presentation of liabilities, including banknotes and coins in circulation, the Treasury's credit current account, and the accounts of banks and financial institutions.
• Statements are provided for the months of: March, April, May, June, July, and August 2025.
