Issue 81 introduces key changes: a new "Scale-up" label for startups, a recruitment contest for 500 student magistrates, classification of the Annaba Basilica, and the appointment of the Prime Minister's Chief of Staff.
1. Startup Reform: Creation of "Scale-up" label and new criteria
Amendment of the startup labeling decree to include the "Scale-up" label and define its eligibility conditions.
Introduction of the "Scale-up" label for companies with at least 20% revenue growth over 3 years and 3% R&D investment; label valid for 4 years, renewable.
2. Justice Sector: National contest for 500 magistrates
The Ministry of Justice announces a national recruitment contest for student magistrates for 2025.
Opening of 500 positions; registration from January 18 to 29, 2026, with admissibility tests in April 2026.
3. Appointments: PM's Chief of Staff and changes in military justice
Presidential decrees appointing senior officials, terminating local officials, and extensive appointments within the military justice system.
Appointment of Hichem Haddad as Chief of Staff to the Prime Minister; designation of hundreds of military assessors and termination of inspectors and local directors.
4. Culture & Higher Ed: New Cinema track and Annaba Basilica classification
Interministerial orders regarding higher artistic education and the protection of tangible cultural heritage.
Opening of "Visual Arts" (Cinema) track at INSC; initiation of classification for "Saint Augustin" Basilica in Annaba as a public wakf cultural property.
