This issue announces the call for elections to renew half of the Council of the Nation members and sets new regulations for security consultation activities. 1. Summoning of Electoral College for Council of the Nation Renewal
Presidential Decree No. 25-56 summons the electoral college on Sunday, March 9, 2025, for the renewal of half of the elected members of the Council of the Nation.
The electoral college, comprising members of wilaya and communal popular assemblies, is summoned for elections on Sunday, March 9, 2025, to renew half the elected members of the Council of the Nation.
2. Regulation of Security Consultation Activity
Executive Decree No. 25-53 defines the conditions, procedures, obligations, and control for engaging in security consultation activities.
The decree outlines licensing requirements (Algerian nationality, qualifications, experience, age, no criminal record), company obligations, license withdrawal conditions, and oversight. It aims to regulate studies and advice on securing installations and protecting property and people. The activity must not interfere with national defense and security. License valid for 5 years, renewable. Includes annexes with application and authorization forms.
3. Appointments and Terminations in State Administrations
A series of presidential and executive decrees concerning terminations and appointments of officials in various governmental bodies including the Presidency, Republican Guard, judiciary, customs, and several ministries and wilayas.
Includes terminations for: Director of Studies at the Presidency; Commander of the Republican Guard (and appointment of interim Commander); sub-directors at ex-Ministry of Foreign Affairs; several magistrates; president of Constantine's administrative appeal court; a CTRF council member; President of the Court of Accounts. Also includes appointments of: sub-directors at Customs General Directorate and Customs National Transmissions Center; Director General of the National Office of Sanitation. Terminations for: an inspector in Djelfa wilaya; Secretary General of Gdyel daïra (Oran); Director of Water Resources of Boumerdès; a sub-director at Ministry of Tourism. Appointments of sub-directors at Ministry of Tourism.
4. Appointment of Moudjahid National Museum Board Members
Ministerial order from the Ministry of Moudjahidine and Rights Holders appointing members to the administrative council of the National Moudjahid Museum.
New members representing various ministries and national organizations have been appointed to the administrative council of the National Moudjahid Museum.
5. Amendment to Apprenticeship Encouragement Awards Committee
Ministerial order from the Ministry of Vocational Training and Education amending a previous order on the designation of members of the national committee for apprenticeship encouragement awards.
Changes to the members of the national committee for apprenticeship encouragement awards and incentive measures, including new representatives from ministerial sectors and other bodies.
6. Appointments to Annaba Center's Council for Women Victims of Violence
Ministerial order from the Ministry of National Solidarity, Family, and Women's Condition appointing members to the orientation council of the El Bouni (Annaba) center for women victims of violence.

7. Appointments to Tipaza Center's Council for Women Victims of Violence

9. New Conditions for Processing Rent-to-Own Housing Applications
Ministerial order from the Ministry of Housing, Urbanism, and the City establishing new conditions and procedures for processing applications for housing acquisition under the rent-to-own scheme.
The order details procedures for submitting and processing applications for housing acquisition under the rent-to-own scheme via an electronic platform. It includes eligibility criteria (age, income, non-ownership, no prior state aid), required documents, rejection cases, committee operations, appeal procedures, and installment payment methods. Includes two annexes (registration form, required documents).
10. Conditions for Processing 'KAFIL' Requests for Rent-to-Own Housing
Ministerial order from the Ministry of Housing, Urbanism, and the City defining conditions and procedures for processing 'KAFIL' (guarantor) requests within the rent-to-own housing scheme.
The order defines the conditions and procedures for a 'KAFIL' (guarantor) to pay outstanding monthly installments for a rent-to-own beneficiary who proves financial incapacity or insolvency. The KAFIL must demonstrate sufficient income and be resident in Algeria. Applications are submitted via the property developer's electronic platform.
11. List of Approved Banks and Financial Institutions in Algeria
Decision No. 25-01 from the Governor of the Bank of Algeria publishing the list of banks and financial institutions approved in Algeria as of January 2, 2025.
