Ratification of Algeria-Russia Space Agreement, Credit Transfers, and New Appointments

This issue includes the ratification of the space cooperation agreement with Russia, a decree on the transfer of state budget credits for national solidarity, numerous individual decisions on appointments and terminations in various sectors, and ministerial orders.

1. Algerian-Russian Space Cooperation

Ratification of the convention with Russia on cooperation in the exploration and peaceful use of outer space.
Presidential Decree No. 25-145 ratifies the Algerian-Russian convention on space cooperation, signed in Moscow on June 15, 2023. This convention establishes the cooperation framework in areas such as space sciences, remote sensing, space communications, satellite navigation, and specialist training.

2. Budgetary Credit Transfers

Presidential decree transferring credits under the State budget, made available to the Minister of National Solidarity, Family, and Women's Condition.
Presidential Decree No. 25-141 of May 28, 2025, cancels DZD 105 million from the 'Unassigned Amount' allocation. These credits are reassigned to the 'Family and Women's Condition' program under the Ministry of National Solidarity.

3. Appointments and Terminations of Office

Several presidential and executive decrees concerning the appointment and termination of office for senior officials in various public administrations and bodies.
This issue includes appointments of mission officers at the Presidency. It also formalizes terminations and appointments for the Directors General of the new cities of Sidi Abdellah and Boughezoul. Changes also affect directors of housing, urban planning, architecture, and construction in several wilayas. Finally, appointments of deans, sub-directors, and directors are made in the Ministries of Health, Labor, Knowledge Economy, and certain wilayas.

4. Finance: Treasury External Services Staffing

Amendment to the interministerial order setting the staffing levels, classification, and contract duration for agents of the Treasury's external services.
The interministerial order of May 5, 2025, amends that of August 13, 2012. It updates tables (A) and (B) of staffing by job type (professional workers, service agents, guards, drivers, prevention agents) for central services and regional Treasury directorates.

5. Post and Telecommunications: Technology Parks

Amendment to the list of members of the board of directors of the national agency for the promotion and development of technology parks.
The order of May 13, 2025, amends that of November 15, 2020, setting the list of members of the board of directors of the national agency for the promotion and development of technology parks. Mr. Amar Bouderbala is appointed as a new member representing the Ministry of Interior.

6. Agriculture: Rural Development and Agricultural Land Bodies

Appointment of members to the boards of directors of the national bureau of studies for rural development and the national office of agricultural lands.
An order of May 5, 2025, appoints members of the board of directors of the national bureau of studies for rural development. Another order of the same day amends that of June 12, 2024, concerning the appointment of members of the board of directors of the national office of agricultural lands, with the replacement of Mr. Azzedine Younsi.

7. Tourism: Appeals Commission for Hotel Establishments

Appointment of members of the appeals commission responsible for examining disputes related to hotel establishments.
The order of April 20, 2025, appoints the members of the appeals commission responsible for examining disputes related to hotel establishments. This appointment is for a renewable three-year period. The order of October 14, 2019, is repealed.

8. Labor: Sectoral Public Procurement Commission

Amendment to the appointment of members of the ministry's sectoral public procurement commission.
The order of April 22, 2025, amends that of August 28, 2022, appointing members of the ministry's sectoral public procurement commission. Mr. Hafed El Assad Chaouki is appointed as a full member and Ms. Khelladi Meriem as a substitute member, representing the minister.
