New Drone Regulations and Leadership Change at Sonatrach

This issue introduces a comprehensive legal framework for drones, covering everything from purchase and registration to use. A new CEO is also appointed for Sonatrach, and a significant budget is allocated to public works.

1. Comprehensive Regulation for Drones

The government has issued three key orders establishing a complete legal framework for the use, purchase, and manufacturing of unmanned aircraft systems (drones). These new rules aim to regulate the sector for security, professional, and recreational purposes.
Key measures include: mandatory homologation for all drones, the requirement of licenses for activities like manufacturing and sales, and an authorization for any acquisition or import. Additionally, all drones must be registered in a national registry, be physically marked, and equipped with an electronic identification system. Current owners are given six months to register their devices.

2. New Leadership at Sonatrach and Infrastructure Boost

Major changes in the energy sector with the appointment of a new CEO for the national company Sonatrach. Additionally, the public works sector receives a substantial budget transfer to develop infrastructure.
Mr. Noureddine Daoudi is appointed as the new President and CEO of Sonatrach, succeeding Mr. Rachid Hachichi. A presidential decree also transfers over 27 billion dinars to the Ministry of Public Works and Basic Infrastructure for the development and maintenance of road, airport, and maritime infrastructure.

3. Appointments and Terminations in Senior Government Roles

Several presidential decrees confirm appointments and terminations in key state institutions, including the anti-corruption office and the Ministry of Finance.
Changes include the appointment of a new Director General for the Central Office for the Repression of Corruption, a new Chief of Cabinet for the Minister of Finance, and a new Secretary General for the National Economic, Social and Environmental Council. Other terminations concern magistrates and officials at the Court of Auditors and the Presidency.

4. New Members for National Park Councils

The Ministry of Agriculture has appointed new members to the orientation councils for the El Kala and Chréa national parks, and modified the scientific council for the Gouraya park.
Representatives from various ministries and local authorities have been appointed to the orientation council of El Kala National Park (El Tarf). New members were designated for the orientation council of Chréa National Park (Blida), and the composition of the scientific council of Gouraya National Park (Béjaïa) was modified.

5. New Joint Committee for Start-up Ministry Staff

A joint administrative committee has been established for the staff of the Ministry of Knowledge Economy, Start-ups, and Micro-enterprises.
The committee is responsible for handling matters concerning the careers of civil servants within the ministry's central administration.
