New regulations on freezing terrorist funds, establishing an international sanctions monitoring committee, and defining procedures for the national terrorist list. Also includes personnel changes and remuneration rules for trainee chartered accountants.
1. Freezing and/or Seizing Funds to Combat Terrorism Financing and WMD Proliferation
This decree defines the modalities for freezing and/or seizing funds in application of UN Security Council resolutions related to combating terrorism financing and the proliferation of weapons of mass destruction.
- Defines procedures for freezing or seizing assets of individuals and entities on UN sanctions lists. - Details immediate implementation mechanisms, rights of bona fide third parties, and exemptions for essential needs and exceptional expenses. - Regulates travel bans and financial transactions with listed individuals/entities. - Abrogates Executive Decree No. 23-428.
2. Targeted International Sanctions Monitoring Committee: Composition, Organization, and Functioning
Establishes the committee for monitoring targeted international sanctions, defining its tasks related to implementing Security Council resolutions, and proposing listings or de-listings.
- The committee is chaired by a representative of the Minister of Foreign Affairs and includes representatives from various sectors (Defense, Interior, Justice, Finance, and security bodies). - Tasks include coordinating with UN bodies, submitting listing/de-listing requests, preparing national reports, and proposing legislative amendments. - Abrogates Executive Decree No. 23-431.
3. National List of Terrorist Persons and Entities: Registration, Delisting, and Effects
Defines procedures and mechanisms for registering persons and entities on the national terrorist list, their delisting, and the resulting effects such as activity bans and asset freezes.
- Establishes a commission for classifying terrorist persons and entities, chaired by the Minister of Interior. - Defines classification criteria based on Security Council resolutions and legal provisions. - Regulates procedures for requesting listing, delisting, list review, and publication. - Details effects of listing: activity ban, asset freeze, travel ban. - Abrogates Executive Decree No. 24-243.
4. Individual Decisions: Appointments and Terminations
A series of executive decrees concerning terminations and appointments of officials in higher education, housing, water resources, public works, health sectors, and senior positions in wilayas.
- Terminations for officials at the Ministry of Higher Education, ENS Bouzaréah, universities, wilaya directorates (housing Tissemsilt, water resources Mascara), and Ali Mendjeli district (Constantine). - New appointments include: Chief of Staff for Wali of Mascara, positions at Ministry of Higher Education, Vice-Rector of Algiers 2 University, Dean at Khenchela University, Sub-Director at Ministry of Public Works, Director of Hydraulics in Oum El Bouaghi, Director of Human Resources at Ministry of Health, Director of Health in Constantine, Director General of Tlemcen University Hospital.
5. Ministerial Order: Remuneration for Trainee Accountants
Order from the Minister of Finance setting the remuneration modalities for trainee chartered accountants, auditors, and accountants during their internship period.
- Supervisors must pay trainees a monthly pre-salary of at least half the guaranteed national minimum wage (SNMG). - Possibility of additional allowance based on the importance and quality of work performed. - Full reimbursement of trainee's mission-related expenses.
