Also, changes in senior government officials and a new organization for the National Agency for Entrepreneurship Support and Development.
1. 5,000 DZD Schooling Allowance for Needy Families
An executive decree establishes the conditions and modalities for the special schooling allowance, aimed at supporting needy families at the start of each school year.
The decree sets the allowance at 5,000 DZD per regularly enrolled student. It benefits families with no income or with a monthly income less than or equal to the guaranteed national minimum wage. A national digital file will be created to manage the process.
2. Framework for Micro-importation by Self-entrepreneurs
An executive decree establishes a legal framework for micro-importation by self-entrepreneurs for the purpose of resale, formalizing a previously unregulated activity.
Self-entrepreneurs are allowed to import goods with a value not exceeding 1.8 million DZD per trip (maximum two trips per month). Imported goods are subject to a 5% customs duty. The micro-importer must hold a self-entrepreneur card and open a foreign currency bank account. Goods must be declared via a digital platform.
3. Changes among Senior State Officials
A series of presidential decrees involving the termination and appointment of several senior officials across various ministries and national bodies.
Appointments and terminations affected sectors such as Foreign Affairs (ambassadors, directors), Energy and Mines (ALNAFT, Inspector General), Transport (Director General of Merchant Marine and Ports), Water Resources (National Agency for Dams and Transfers), and other administrations.
4. New Organization for Entrepreneurship and Research Bodies
New regulatory texts concerning the internal organization and boards of key public bodies, particularly in the fields of entrepreneurship support, scientific research, and irrigation.
The order defines the internal organization of the National Agency for Entrepreneurship Support and Development, detailing its central and local structures and missions. The lists of board members for the Algerian Institute for Standardization (IANOR) and the National Office for Irrigation and Drainage have been modified, as well as the scientific council of the Research Center in Astronomy, Astrophysics and Geophysics (CRAAG).
