The decree aims to delimit, declare, and classify tourist expansion zones and sites (ZEST) in the wilayas of: Laghouat, Oum El Bouaghi, Béchar, Saïda, Sidi Bel Abbès, Tindouf, Mila, Relizane, Timimoun, and Béni Abbès. Built-up areas within these zones are subject to current legislation and regulations and cannot affect agricultural land, national forest domain, or classified sites.
