Presidential decrees transfer budget credits. A wave of appointments and terminations across several ministries. University services, including residences and restaurants, are modified and expanded. An incubator for educational research is created.
1. Credit Transfers in the State Budget
Presidential decrees approve credit transfers for the 2025 budget, affecting various ministries and the Presidency of the Republic.
A decree cancels 1.108 billion DA from "Unforeseen Expenses" to reallocate it to ministerial portfolios.
A second decree transfers 1.518 billion DA from the same allocation to the programs of the Presidency of the Republic.

2. Extensive Changes in Senior Government Positions
A series of executive decrees formalizes numerous terminations and appointments of senior officials across various government sectors.
The changes affect positions of directors, sub-directors, deans, and university vice-rectors.
The concerned sectors include Higher Education, Energy, Childhood Protection, Youth and Sports, Urbanism, Commerce, Transport, and Labor and Social Security.

3. Expansion of University Services for Students
An interministerial order modifies the organization of university services to improve student living conditions by creating new residences and restaurants.
Creation of two (2) new directorates for university services.
Addition of five (5) new university residences and five (5) central restaurants nationwide.
Restructuring and redistribution of existing residences, with the suppression or relocation of some units.

4. Incubator for Educational Research Created
A common research service in the form of an "incubator" is created within the National Institute for Research in Education (INRE) to support innovative pedagogical projects.
The incubator's mission is to host and support innovative educational projects.
It provides support to project leaders from the idea phase to enterprise creation.
It ensures the maintenance and security of the scientific equipment made available to it.

5. Technical Committee for the Personal Data Protection Authority
A decision establishes a technical committee within the National Authority for the Protection of Personal Data, responsible for matters concerning working conditions, hygiene, and security.
The committee is composed of representatives from the administration and employee representatives.
It is responsible for examining issues related to general working conditions and internal security.
