Toughening Drug Laws, New Traffic Rules, and Restaurant Hygiene

A new law toughens penalties for drug-related crimes and mandates drug testing for employment. Major updates to traffic regulations affecting motorcycles and driving licenses. Strict new hygiene rules for all food service establishments.

1. Anti-Drug Law

Comprehensive amendment to the law on the prevention and repression of illicit drug use and trafficking, aiming to toughen penalties and protect society.
Mandates drug testing as a condition for employment in both public and private sectors. Increases penalties up to the death penalty in certain cases, especially when targeting schools or involving minors. Allows for the revocation of acquired nationality for convicted foreigners.

2. Traffic Law Updates

Significant amendments to the traffic law, including new definitions for motorcycles, vehicle registration procedures, and driving license categories.
Replacement of the "carte grise" with a "registration card" (carte d'immatriculation). Mandatory registration for mopeds (cyclomoteurs). Updated driving license categories and age requirements. Introduction of a professional license for transporting dangerous goods and persons.

3. Hygiene in Food Service Establishments

An interministerial order setting strict hygiene and health safety conditions applicable to all food service establishments, including mobile ones.
Establishes strict rules for premises layout, food handling, staff hygiene, and pest control. Mandates keeping "witness dishes" (plats témoins) for 5 days for inspection purposes. Gives restaurants a 6-month period to comply with the new rules.

4. Budget Regulation Law for 2022

Presentation of the final results of the state budget for the year 2022, establishing the recorded definitive deficit.
Total revenue: DZD 7,244 billion. Total expenditure: DZD 10,495 billion. Final deficit: DZD 3,137 billion.

5. Regulatory Decrees and Orders

A set of regulatory texts covering anti-doping in sports, the solidarity fund for local authorities, and judicial and administrative organizations.
Decree setting recruitment conditions for anti-doping agents. Decree on the operating procedures for the Local Authorities Solidarity and Guarantee Fund account. Order creating a new section in the Ferdjioua court. Changes to the boards of Algérie Poste and the National Frequencies Agency.
