Disaster Prevention Plans, Road Projects, Subsidized Milk Regulation, and Occupational Physician's Report

New issue details procedures for disaster prevention plans, approves major road projects, regulates subsidized raw milk, and sets a standard occupational physician's report.

1. Prevention of Catastrophe Risks

Executive decree setting out the methods for drawing up, amending, updating, and implementing general plans for the prevention of catastrophe risks.
This decree specifies procedures for establishing comprehensive plans to address various types of disasters, identifying responsible and associated sectors. Plans include content, a national monitoring and alert system, simulation programs, and reference institutions. Plans are valid for ten years.

2. Public Utility for Saoula-Birkhadem Interchange

Executive decree declaring as public utility the operation for the construction of an interchange linking national road No. 63 to national road No. 1 between Saoula and Birkhadem, including access road development.
Declaration of public utility for a nationally and strategically important infrastructure project. The decree specifies the properties concerned and the works to be carried out.

3. Public Utility for National Road No. 38 Doubling

Executive decree declaring as public utility the operation for the doubling of national road No. 38 between Djasr Kasentina and El Harrach.
Declaration of public utility for a road expansion project of national and strategic importance. The decree specifies the properties concerned and the works, including two footbridges.

4. Termination of Functions: Director of Energy and Mines, Oum El Bouaghi

Executive decree terminating the functions of the Director of Energy and Mines of the wilaya of Oum El Bouaghi.
Termination of the functions of Mr. Smaine Nehal as Director of Energy and Mines of the wilaya of Oum El Bouaghi.

5. Termination of Functions: Directors of Transport for Wilayas

Executive decree terminating the functions of the Directors of Transport for the wilayas of El Tarf and Tindouf.
Termination of the functions of Mr. Salah Eddine Brahimi (El Tarf) and Mr. Yahia Boucheta (Tindouf) as Directors of Transport.

6. Activation of Agricultural Training Staff

Interministerial order specifying the placement on active duty of certain specific corps of the administration in charge of vocational training and education within training establishments under the Ministry of Agriculture.
Defines the number of staff (vocational training professors, specialized professors, supervisors, inspectors, guidance counselors, bursars) to be placed on active duty in agricultural training institutions.

7. Classification of Agricultural Technology Institutes and Access to Senior Posts

Interministerial order fixing the classification of specialized agricultural training technology institutes and the conditions for access to related senior posts.
Classification of institutes in category 'B', section 2. Defines senior posts (director, deputy director, head of department), appointment conditions, and index-linked bonuses.

8. Regulation of Subsidized Partially Skimmed Pasteurized Raw Milk

Interministerial order concerning partially skimmed, pasteurized, subsidized raw milk packaged in sachets.
Specifies characteristics (fat content 1.5%-2%), purchase price from breeders (65 DA/liter), selling prices at various stages (25 DA for consumers), with the State covering the difference (44 DA/liter). Defines packaging and labeling conditions and prohibits its use in dairy product manufacturing.

9. Amendment to National Sanitation Office Board

Order amending the order appointing members of the orientation and supervision council of the National Sanitation Office.
Appointment of Mr. Abdelkader Ziouche, Director General of the National Sanitation Office, as a member of the council.

10. Maritime Safety and Security Information Center Staffing

Interministerial order fixing the staff numbers of the Information Center on Maritime Safety and Security.
Defines the number of positions (merchant marine and port engineers, IT technicians, secretaries, drivers, study officers) for the Center.

11. Amendment to National Air Transport Facilitation Committee

Order amending the order appointing members of the National Air Transport Facilitation Committee.
Appointment of Mr. Mahdi Salaheddine Ben Chrif, representative of the Director General of National Security, as a member of the committee.

12. Amendment to Hotel Project Plans Study Commission

Order amending the order appointing members of the commission responsible for studying hotel project plans.
Appointment of Ms. Djamila Mennas, director in charge of tourism development, as a member of the commission, replacing Mr. Ghoulam Allah Boukabous.

13. Amendment to Tourist Guide Accreditation Commission

Order amending the order appointing members of the tourist guide accreditation commission.
Appointment of Mr. Slimane Mesgui, representative of the Minister in charge of handicrafts, as a member of the commission, replacing Mr. Choukri Benzarour.

14. Amendment to ANART Board of Directors

Order amending the order appointing members of the board of directors of the National Agency for Traditional Handicrafts (A.N.A.R.T.).
Appointment of Mr. Azzedine Kali Ali, representative of the Minister in charge of handicrafts, as chairman of the board, replacing Mr. Choukri Benzarour.

15. Standard Occupational Physician's Report

Interministerial order fixing the standard report to be drawn up by the occupational physician.
Defines the content of the occupational physician's annual report, including information on the employing organization, occupational health service, staff, medical examinations, occupational diseases and accidents, and workplace activities. The report aims to assess workers' health and prevent occupational hazards. The template is annexed.

16. Amendment to Ministry of Health Public Procurement Commission

Order amending the order appointing members of the sectoral public procurement commission of the Ministry of Health.
Appointment of new representatives from the Ministry of Finance (Ms. Boukhirane Amel and Mr. Zaatouche Hocine) and the Ministry of Commerce (Mr. Boukheddache Kamel and Ms. Aoun Hania) as members of the commission.

17. Amendment to National Environment Observatory Board (Feb 3)

Order amending the order appointing members of the board of directors of the National Observatory for Environment and Sustainable Development (appointment of chairman).
Appointment of Mr. Baba Karim, representative of the Minister in charge of the Environment, as chairman of the board, replacing Ms. Hadji Karima.

18. Amendment to National Cleaner Production Technologies Center Board (Feb 24)

Order amending the order appointing members of the board of directors of the National Center for Cleaner Production Technologies.
Appointment of Ms. Hammoutene Baya, representative of the Minister in charge of Industry, as a member of the board, replacing Mr. Ennehaiti Yassine.

19. Amendment to National Environment Observatory Board (Mar 20)

Order amending the order appointing members of the board of directors of the National Observatory for Environment and Sustainable Development (appointment of new members).
Appointment of Mr. Benlaribi Rabia (National Defense) and Ms. Haouchine Ghania (Interior) as new members of the board.
