Major Administrative Reshuffle and New Drone Regulations

This issue details a wide-ranging reshuffle of governors and senior officials, alongside a comprehensive regulatory framework for drone pilot training, emergency use, and recreational flight zones. A significant budget transfer for the water sector is also announced.

1. Extensive Reshuffle in Local and Central Administration

Through presidential decrees, several governors, delegated governors, and senior officials within the Prime Minister's office and the Ministry of Finance have been terminated and appointed.
Terminations and new appointments of senior officials, including the Prime Minister's Chief of Cabinet, walis (governors), delegated walis, secretaries-general, and heads of daïras. The changes also affect positions at the Ministry of Finance, within the general directorates of taxes, customs, and the general inspection of finances.

2. New Legal Framework for Drone Regulation

A series of interministerial orders establishes a complete regulatory framework for drones, covering pilot training, rules for state use, competition guidelines, and the handling of seized devices.
The new texts define the conditions for training and qualifying remote pilots. They also govern the rules for the use and coordination of state-owned drones in security, rescue, and firefighting operations. Authorized flight zones for leisure and competition, the missions of the intersectoral commission, and procedures for securing seized devices are also defined.

3. Budgetary Adjustments for the Water Resources Sector

A presidential decree authorizes the transfer of 700 million dinars from the state's unforeseen expenses budget to the Ministry of Hydraulics.
The amount of 700,000,000 DA will be allocated to investment expenditures, specifically for programs on water resource mobilization and drinking/industrial water supply.

4. Update to the Scientific Committee for the Culture and Arts Sector

An order modifies the list of members of the permanent sectoral committee for scientific research and technological development of the Ministry of Culture and Arts.
The modification includes changes in the representation of the central administration and the appointment of new personalities chosen for their scientific competence.
