This issue introduces critical decrees on disaster risk reduction, infrastructure protection, and post-catastrophe management. It also includes a presidential decree on state budget credit transfers, along with numerous appointments and updates in energy, culture, transport, and banking sectors.
1. State Budget Credit Transfer for the Presidency
Presidential decree transferring credits within the 2024 state budget, allocated to the Presidency of the Republic.
Annulment of 48.3 billion DA in commitment authorizations and 20 billion DA in payment credits from 'Unassigned amount' under 'Unforeseen expenses'. Opening of 48.3 billion DA in commitment authorizations and 20 billion DA in payment credits for the Presidency's program portfolio.
2. Amendment to Renewable Energy Commission Appointments
Executive decree modifying the appointment of members to the administrative council of the commissariat for renewable energy and energy efficiency.
Modifies the list of members of the administrative council, notably appointing Mohamed Boukemedja (Ministry of Finance representative) and Saïda Malek (Ministry of Transport representative).
3. Prioritized Reinforcement Plans for Strategic Infrastructure Against Catastrophes
Executive decree setting out the methods for developing and implementing prioritized reinforcement plans to protect strategic or heritage infrastructure and buildings against catastrophe risks.
Defines prioritized reinforcement plans for public infrastructure and buildings of strategic or heritage value. Establishes roles of ministries (Housing, Culture, Public Works, Hydraulics) in developing these plans based on vulnerability studies. Creates a national commission under the Minister of Housing to approve plans and monitor execution. Establishes wilaya-level commissions for local lists.
4. Intersectoral Committee for Catastrophe Damage Assessment
Executive decree establishing the missions, composition, and functioning of the intersectoral committee responsible for assessing damage caused by catastrophes.
Creates a post-catastrophe committee to collect technical information, assess losses and damages, examine funding requests for public infrastructure rehabilitation, and make recommendations for rebuilding. Chaired by the Minister of Interior, composed of representatives from various ministries and specialized institutions. Includes two technical sub-committees.
5. Specific Plan for Catastrophe Debris and Waste Management
Executive decree setting out the methods for developing a specific plan for managing debris, residues, and other waste generated by catastrophes.
Defines 'catastrophe waste' and aims of the specific management plan (effective management, prevention of health/environmental risks). Plan includes waste classification, quantity estimation, prevention procedures, communication, collection point organization, and treatment monitoring. Established at wilaya level by a commission chaired by the Wali.
6. Catastrophe Risk Intervention Plan Framework
Executive decree establishing the conditions and methods for developing, implementing, and managing intervention plans for catastrophe risks, including specific and internal plans.
Covers particular intervention plans (for industrial installations/zones affecting surroundings) and internal intervention plans (for within an installation). Details scope (classified environmental protection facilities, water mobilization works, hydrocarbon transport/activities). Excludes defense and ionizing radiation facilities. Plans based on vulnerability/danger studies. Wilaya commission approves plans. Outlines implementation, evaluation, and update procedures.
7. Termination of Functions of Consul in Gafsa
Presidential decree terminating the functions of Mr. Mohamed Aissaine as Consul of Algeria in Gafsa (Tunisia) from December 20, 2024.

27. Amendment of Order on Joint Administrative Commissions (Min. Communication)
Order amending the previous order on the creation of joint administrative commissions within the central administration of the Ministry of Communication.
Modifies Article 2 of the order of January 25, 2022, concerning the composition of three joint administrative commissions within the Ministry of Communication's central administration, detailing corps, grades, and number of titular and substitute representatives for administration and staff.
28. Validation of Seafarers' Professional Experience for Certificates of Aptitude
Order setting the modalities and conditions for validating the professional experience of seafarers on board merchant ships to obtain certificates of aptitude (VAEP).
Applies to seafarers with experience before Oct 14, 2020. Defines 3 aptitude certificates (deck, engine, electrotechnical). Candidates with <12 months sea time need a 7-week upgrade course; >12 months need oral evaluation. Details application process, jury composition, and issuance of success attestations leading to certificates after 6 more months of navigation.
29. Approval of a New Bank Branch (T.C Ziraat Bankasi-Algeria)
Decision by the Governor of the Bank of Algeria granting approval for "T.C Ziraat Bankasi-Algeria" to operate as a bank branch.
T.C Ziraat Bankasi-Algeria is approved as a bank branch. Headquarters at 7 rue Larbi Alik, Hydra-Alger. Capital of 20 billion DA. Management: Tolga Deniz ILGAR (General Director), Humayun ASIM (Deputy General Director). Authorized for all banking operations. Approval can be withdrawn under specified conditions.
