Comprehensive Reforms in National Education and New Compensation System

Comprehensive reforms in the education sector: a new special statute defines career paths, rights, and duties for education civil servants, and an updated compensation system. Also includes appointments and terminations of Walis and senior officials, and ministerial orders concerning tourism and health.

1. New Special Statute and Compensation System for National Education Civil Servants

Publication of two main executive decrees: the first defines the new special statute for all corps and grades of national education civil servants, and the second establishes their detailed compensation system.
- Executive Decree No. 25-54: Defines the new special statute applicable to civil servants in specific national education corps (teachers, education staff, guidance counselors, laboratory staff, school catering staff, intendance staff, school management, and inspectors). Details rights and obligations, conditions for recruitment and promotion, training, evaluation, mobility, disciplinary system, and integration procedures for current staff. Also includes the classification of all grades and index-linked bonuses for senior posts (Pages 3-43).
- Executive Decree No. 25-55: Establishes a new compensation system for national education civil servants, including bonuses for improving pedagogical and management performance, a productivity bonus, allowances for qualification, pedagogical documentation, and pedagogical experience, as well as allowances for technical services, nuisance, school support, school management, and financial & material management (Pages 44-45).

2. Changes in Walis, Central and Regional Directors

A series of presidential and executive decrees concerning terminations of functions and new appointments for Walis, delegated Walis, and directors in various sectors including customs, higher education, public equipment, and agriculture.
- Termination and appointment of the Wali of Béchar wilaya.
- Termination and appointment of the delegated Wali to the Wali of Algiers wilaya for Bab El Oued district.
- Termination of a head of studies and synthesis in Algiers wilaya.
- Termination of the regional director of customs in Béchar wilaya (deceased).
- Termination of the director of the institute for urban techniques management at M'Sila University (deceased).
- Termination of the director of public equipment for Sidi Bel Abbès wilaya and her appointment as director of public equipment for Tlemcen wilaya.
- Appointment of directors of agricultural services for Boumerdès, El Tarf, and El Meghaier wilayas.

3. Ministerial Orders in Tourism and Health Sectors

Interministerial orders: the first concerns the approval of the transfer of assets from the Tourism Development Agency to the Tourist Land Agency, and the second amends the staffing and classification of maintenance and service personnel at the Ministry of Health.
- Ministry of Tourism and Crafts: Interministerial order dated January 8, 2025, approving the quantitative, qualitative, and estimated inventory of assets, rights, obligations, and personnel of the dissolved National Agency for Tourism Development (A.N.D.T), transferred to the National Agency for Tourist Land (A.N.F.T).
- Ministry of Health: Interministerial order dated January 5, 2025, amending the order of November 22, 2010, setting the number of staff by position, their classification, and the contract duration for contractual agents carrying out maintenance, cleaning, or service activities within the central administration of the Ministry of Health, Population, and Hospital Reform.
