Major administrative changes, Saharan agricultural expansion, and new ministerial organizations

Extensive personnel changes across government sectors, allocation of new lands for Saharan agriculture, restructuring of the Ministry of Public Works, and updates concerning the National Security hospital and tax training institutions.

1. Amendment concerning the "Les Glycines" National Security Hospital Establishment

Supplementing Executive Decree No. 12-201 of May 6, 2012, concerning the creation, organization, and operation of the "Les Glycines" national security hospital establishment.
Addition of Article 4 bis specifying that the establishment consists of all health structures for prevention, diagnosis, care, hospitalization, medical rehabilitation, emergency medical assistance, and maternal and child protection. The list of health structures is determined by a joint order of the Ministers of Interior and Health.

2. Individual Decisions: Terminations and Appointments to Senior Positions

Series of presidential and executive decrees concerning terminations of functions and appointments of officials in various ministries and public bodies.
Terminations of functions for: Magistrate and Inspector (Ministry of Justice); Secretary General of the Souk Ahras Court; Chief of Staff to the Minister of Finance; Secretary General of the Ministry of Higher Education and Scientific Research; Rector of Mascara University; Secretary General of the Ministry of Vocational Training and Education; Secretary General of the Ministry of Post and Telecommunications; Director General of the National Pension Fund; Sub-Director at the High Authority for Transparency, Prevention and Fight against Corruption; Research and Synthesis Officers at the High Islamic Council; Member of the National Council for Scientific Research and Technologies; Director of Communication and Information Systems at the Executive Secretariat of the National Authority for the Protection of Personal Data; Chief of Staff to the Minister of Higher Education and Scientific Research; Directors General of Real Estate Promotion and Management Offices in several wilayas. Appointments of: Secretary General of the Ministry of Higher Education and Scientific Research; Research and Synthesis Officer at the National Economic, Social and Environmental Council; Sub-Director at the National Council for Scientific Research and Technologies; Directors General of Real Estate Promotion and Management Offices.

3. Ministry of National Defense: Termination of Acting Presidency at Military Court of Appeal

Order terminating the acting presidency of the Béchar Military Court of Appeal.
Termination of the acting presidency of the Béchar Military Court of Appeal / 3rd Military Region, previously held by Mr. Kamel Mesbah, President of the Blida Military Court of Appeal / 1st Military Region, effective May 25, 2025.

4. Ministry of Finance: Authorization of Training Institutions for Tax Administration

Defining the list of public training institutions authorized to organize competitions and examinations for access to tax administration corps.
List of public training institutions authorized to organize competitions based on qualifications and professional examinations for access to grades belonging to specific corps of the tax administration. The list includes the National Tax School, various higher institutes and schools, and specialized faculties for different grades (tax inspector, principal inspector, central inspector, divisional inspector, chief tax inspector, tax controller, assessment agent, fiscal analyst, principal fiscal analyst, central fiscal analyst, fiscal programmer). Possibility of creating annex examination centers by decision of the institution directors.

5. Ministry of Agriculture: Expansion of Saharan Agricultural Lands and Organizational Measures

Expansion of land portfolio for Saharan industrial agriculture, modification of the zoonoses control committee, and delegation of signature.
Joint ministerial order supplementing the land portfolio granted to the Office for the Development of Industrial Agriculture in Saharan Lands. Addition of a new perimeter in Adrar wilaya (8,123 ha) and seven (7) new perimeters in Ghardaïa wilaya (total 36,866 ha). Geographical coordinates are annexed. Order modifying the appointment of members of the National Committee for the Prevention and Control of Zoonoses. Order delegating signature authority to the Sub-Director of Budget and Accounting at the Ministry.

6. Ministry of Public Works: New Organization of Central Administration

Joint ministerial order defining the organization of the Ministry's central administration into offices, detailed by general directorates.
Defining the organization of the central administration of the Ministry of Public Works and Basic Infrastructures into offices. The organization includes general directorates for road infrastructure, motorways, maritime and airport facilities, railways and guided transport, as well as the general directorate for planning, resources, and digitalization. Each general directorate comprises sub-directorates and offices with specific tasks.

7. Ministry of Labour: Approval of Social Security Control Agents

Order approving social security control agents in several wilayas.
Approval of a list of social security control agents to work for the National Social Security Fund for Non-Salaried Workers (CASNOS) and the National Unemployment Insurance Fund (CNAC) in several wilayas. They can only perform their duties after taking the legal oath.
