Major Banking Reforms, Financial Support for Agriculture, and Senior Officials Reshuffle

Issuance of three new Bank of Algeria regulations modernizing banking accounting, a major credit transfer to the agriculture sector, and a wide series of terminations and appointments across government sectors.
1. Bank of Algeria Launches Comprehensive Reform of Banking Accounting System
Three new regulations set the rules for the valuation and accounting of securities and foreign currency transactions, and establish a new chart of accounts for banks and financial institutions.
Regulation 25-05: Sets the rules for valuation and accounting of securities transactions.
Regulation 25-06: Governs the accounting for foreign currency transactions.
Regulation 25-07: Establishes the new chart of accounts applicable to banks and financial institutions.
Regulation 25-06: Governs the accounting for foreign currency transactions.
Regulation 25-07: Establishes the new chart of accounts applicable to banks and financial institutions.
2. Support for Agriculture Sector through a Significant Credit Transfer
A presidential decree orders the transfer of credits from the state budget to support investment programs of the Ministry of Agriculture, Rural Development, and Fisheries.
Under Presidential Decree 25-232, an amount of 10.97 billion DA in commitment authorizations and 5 billion DA in payment credits was transferred from 'Unforeseen Expenses' to the 'Agriculture Development' program.
3. Extensive Reshuffle in Senior Official Positions
A series of executive decrees terminates the duties of and appoints new officials in various ministries, wilayas, universities, and public bodies.
The changes affected positions such as ministry directors, wali's chiefs of staff, university vice-rectors, and faculty deans. New officials were also appointed, such as a delegate director for energy in the administrative district of Messaad and commune general secretaries.
4. National Order of Merit Medal of 'Achir' Rank for Ambassador Amar Bendjama
By presidential decree, the ambassador and permanent representative of Algeria to the United Nations has been awarded the National Order of Merit medal.
The medal was awarded to Mr. Amar Bendjama, Algeria's ambassador and permanent representative to the United Nations in New York.
