A decree sets conditions for the transfer of shares in strategic sectors to foreigners. Reorganization of the National Office for Pilgrimage and Umrah to improve services. Modification of conditions for the lump-sum solidarity allowance. New regulations for military reservists.
1. Regulation of Foreign Investment in Strategic Sectors
A new executive decree outlines the procedures for obtaining prior authorization for the transfer of shares or social parts in Algerian companies operating in strategic sectors to foreign entities.
- Any transfer requires prior authorization from the supervising ministry.
- The procedure applies to foreign individuals and legal entities.
- The application must include detailed information about the company and the transfer operation.
- The opinion of the Ministries of Defense, Foreign Affairs, Interior, Justice, Finance, Commerce, Health, as well as the Bank of Algeria is required.
- The application may be rejected for reasons of public order, security, public health, or the country's economic interests.
- The procedure applies to foreign individuals and legal entities.
- The application must include detailed information about the company and the transfer operation.

2. Reorganization of the Hajj and Umrah Office for Better Pilgrim Services
Amendment of the decree organizing the National Office for Pilgrimage and Umrah (ONPO) to strengthen its role in organizing and supervising Hajj and Umrah, and to improve the quality of services provided to pilgrims.
- The office is the state's instrument for implementing national policy on Hajj and Umrah.
- New missions include digitizing the process through the 'Algerian Hajj Portal'.

3. Adjustment of Solidarity Lump-Sum Allowance Conditions
A decree modifies and completes the conditions for benefiting from the lump-sum solidarity allowance, particularly regarding household income.
- The beneficiary and/or their spouse must not have any income, with the exception of applicants holding a card for persons with specific needs, who can benefit even if their spouse has an income.
4. New Procedures for Military Reservists
Two orders from the Ministry of National Defense establish procedures for declaring a change of residence and requesting definitive cessation of service in the reserve.
- A reservist must declare any change of residence to the national gendarmerie brigade or diplomatic representation.
- A reservist who contracts a disabling illness can request a definitive cessation of service.

5. Regulations and Appointments in Public Administration
Organizational adjustments within the Ministry of Knowledge Economy and Start-ups, along with a series of appointments and terminations in various ministries and universities.
- Modification of the central administration structure of the Ministry of Knowledge Economy by adding a directorate for regulation, legal affairs, and archives.
- New appointments of deans, institute directors, and central directors in several sectors.
